Probably, we have been Fire spec for no more than twenty hours. For some, that may seem like a lot, for all of us, it's not enough to really learn anything of value. So, let's say we want to switch to a Fire spec for some education. What would we take? Well, conventional wisdom says that 2/48/11 is the best raid DPS spec.
It holds water that you are going to stack Improved Scorchs debuffs on the target and kill it with a mixture of Fireballs, Scorches, and Fire Blasts. If we buy everything to clearly pump up our raw fire damage, and Improved Scorch, we get the canonical abilities in this partial build. That leaves you with 3 points.
Actually Blast Wave is a nice AoE, and lots of folks like having a Pyroblast, so many will pick those up. That would leave you with 1 point. We would slap that into Arcane Focus to take the edge of our lost spell hit with Arcane, since Polymorph is still vital, Arcane Explosion will still be part of our repertoire, and Spell Steal relies on it too.
Fire Blast starts at an 8-second cooldown. Every point, up to 3, reduces that by 0.5 seconds. So, you can get down to 7.5s, 7s, or 6.5s. And also Fire Blast can be a reasonable addition, and if you are in a highly mobile fight, maybe Scorch becomes your main spam spell.
Elemental Precision 3/3 is a no-brainer; if you don't take it, you have no brain. We like 5/5 Improved Frost Bolt so that when we need it, we do more DPS or we can cast it that much faster (Strider Kiting).
That leaves 2 filler points which you could slot into Improved Frost Nova or Permafrost. Both are equally good/bad, IMO, so what you like.
A fully Improved Fireball takes 3 seconds to cast. So, unless you are going to stop DPS to wait to Fire Blast, Improved Fire Blast is a waste. Fire Blast does a little more DPS, but waiting even 0.5 seconds to cast it nullifies that benefit. You will likely wait for 3 Fireballs to use it, which means Improving it is a waste.
In that case, if you did spam Scorches, you are hurting your DPS pretty significantly, and a single point in Fire Blast could be useful to allow you to Fire Blast after every fifth Scorch.
It is a fact that the Improved Scorch debuff lasts a good long time, 30 seconds to be exact. You want to get off a Scorch before it fades, and you are not an AI, so you probably have 27-28 seconds to play with. So you can probably get off 8 Fireballs safely, and maybe a couple of Fire Blasts.
It's worth to improve Fire Blast because Fire Mages can get a PvP benefit from Burning Soul, 70% pushback resistance is incredible and no one will knock them for taking it since Threat reduction is vital.
