In raids, the Rogues get the top DPS. It is what the Rogue class does. Rogues are just DPS, we can do humanoid crowd control too, but DPS is what a Rogue is built for. While we can 'evasion tank' a mob for a few seconds...obviously rogues dont play the role of tank or healer in a raid no matter how we spec.
As for a Rogue getting top DPS in a raid, a great deal comes from gear. +agility (gives armor. attack power and chance to crit a boost), +hit, +AP, and +crit on gear helps a great deal of course, but even a poorly geared rogue can do decent damage if they understand how their class is played. And don't forget your buff foods and potions!
Attack Power affects almost all Rogue combat abilities in a linear fashion. If you have more attack power, your attacks are going to do more damage. As a general rule, remember that every 14 points of attack power yield 1 additional DPS on normal attacks. You get 1 point of Attack Power for each point of Strength or Agility.
Agility is going to provide you with Attack Power (1 Agility for 1 Attack Power) and Critical Strike chance. From item budgeting, Agility seems a bit overvalued, so you'll find it easier to improve your Attack Power with items with Attack Power rather than Agility.
The moves that give you 'combo points' and finishing moves that use combo points. It is obvious that the more points you have built up, the more powerful the finishing move will be when you use it. A Rogue will stay behind a target so fewer attacks will be dodged/blocked/missed and build up combo points. How they choose to build and use those points and when depends a lot on the mob being fought, the weapons of the Rogue and the talents of the Rogue.
We know Rogues put out more DPS with poisons now, but pre-Wrath of the Lich King, a good chunk of our DPS output was from auto attacks/white hits. We're seeing lots of WWS reports showing Rogues that can't keep up with the other pure DPS classes on Patchwork of all fights. That's the classic tank and spank fight. And Rogues, the supposed best single target DPS, can't keep up with the other classes.
So we're seeing a lot of the 5 man/heroic content in Wrath of the Lich King just need massive AoE. Lots of the bosses encounter is multiple phase fights where the boss will be up, then adds come in. As usual, people don't want Rogues for these fights. They want massive AoE to just burn through the trash quickly and efficiently.
So why bring a Rogue? Because the tank wants Tricks of the Trade tossed on him every 30 seconds? We're losing raid spots to other classes. Warlocks can just spam Seed of Corruption on trash, they also have Healthstones. Mages can just AoE their way through, there's also an Intellect buff and a Mage Table. Hunters can just spam Volley on trash and can misdirect the boss or extra adds onto the tank.
So why bring a equally geared Rogue that can only do 4k DPS on a tank and spank fight when any of the classes mentioned above can push 5k DPS on the same fight and bring a little extra something for the rest of the raid?
So where does that leave us? Our DPS could use a bit of help, maybe change the Hit Rating, so instead of needing almost 33 Hit Rating = 1%, change it to something like 23 or 25 Hit Rating instead. It doesn't seem right that at level 70, we needed about 16 Hit Rating to equal 1%, and at level 80, we need more than double that amount to reach the same 1%.
