The difference is in the way you prefer to play.
Arms Advantages:
Improved overpower can win fights
Mortal Strike once achieved it is awesome DPS, and as a Warrior DPS is all you are after until the day you decide to go Prot at 70...
2 Handed Weapons (especially Axes) as you level are everywhere and very good.
Gear (Str and Sta) is simple to obtain (all other stats are useless)
Mortal Strike also makes PVP more fun.
Arms talents are mostly all good for leveling
Whirlwind Axe free at 30
Fury Advantages:
Right from the get-go Fury is DPS... Cruelty rules, all Warriors including Arms and Prot Warrior have to have this as they level.
Rage = DPS and before Mortal Strike comes on the scene, nothing can beat dual wield DPS for constancy and viability because of the rage generation
Berserker stance is also awesome for cranking up DPS
No weapon specialization means flexibility and choices
Leather and Mail can substitute for Plate as you level
Disadvantages of Arms:
Rage builds more slowly in fights
Improved overpower is your first noticeable jump, and because you spec to get cruelty 10-14 you get it later than you'd really want
Mortal Strike therefore also requires a respec at 40 to get
Disadvantages of Fury:
Berserker stance is late on arrival
Berserker Talents take a long time to build up to anything great after Cruelty, waiting on Enrage and Flurry sucks.
You don't get to take advantage of imp. Overpower or Mortal Strike - class defining abilities.
Gear is not suited to dual wielding until rather late in the itemization (+ to hit etc.)
